RULES OF OPERATION and ETHICAL GUIDELINES FOR PUBLICATION
1. Rules for the functioning of the journal
1.1. Electronic journal "Global and Regional Dimensions of International Economic Relations" abbreviated GRDIER (in Bulgarian „Ãëîáàëíè è ðåãèîíàëíè èçìåðåíèÿ íà ìåæäóíàðîäíèòå èêîíîìè÷åñêè îòíîøåíèÿ“, abbreviated ÃÐÈÌÈÎ) is a scientific publication of the Dimitar A. Tsenov Academy of Economics – Svishtov and is published by Academic Publishing House “Tsenov” – Svishtov
1.2. The journal is the legal successor of the publications with the scientific results of the student scientific-practical conference of the same name, which began in 1996 on the idea of Prof. Ivan Stoykov and Head Assistant Simeon Momchev. Its main goal is to provide a platform for scientific expression to students outside the classroom.
1.3. The journal has ISSN 2738-8573 and is registered in the National Reference List of NACID with number 4360.
1.4. The journal is published in one issue per year.
1.5. The journal is open access and is published on the website of the D. A. Tsenov Academy of Economics in the Research/Academic Journals section, with the web address for publication being miojournal.uni-svishtov.bg. It is also published in the Virtual Library of the Academy at dlib.uni-svishtov.bg and on the website of the conference of the same name at www.mioconference.eu.
1.6. The journal is indexed in the secondary databases of scientific publications with which the Academy of Economics has agreements - CEEOL, Google Scholar, EBSCO, RePEc, etc., as well as the DOI numbers of individual publications.
1.7. Editorial board (EB), Editor-in-chief and Deputy editors are appointed by order of the Rector of D. A. Tsenov Academy of Economics - Svishtov
1.8. The Editor-in-chief leads the EB, is responsible for its overall activity and represents it before the Rector, the Academic Council and other bodies and persons. The Editor-in-chief performs the following main functions:
1.8.1. Appoints a technical secretary for each issue of the journal from the EB members.
1.8.2. Schedules and leads the meetings of the EB.
1.8.3. Proposes solutions on the discussed manuscripts and supervises their implementation.
1.8.4. Appoints reviewers according to the double-blind review procedure or delegate the execution of the procedure to the technical secretary.
1.8.5. Together with the technical secretary, the Editor-in-chief proposes a layout of the content and design of each issue, as well as the arrangement of scientific publications.
1.8.6. Performs other functions that do not contradict these rules and other legal acts.
1.9. The journal is not commercial. Authors do not pay fees or receive remuneration for submitting and publishing their work. No fees are paid to the editors, EB members, the technical secretary and reviewers.
2. Ethical guidelines for publication in the journal
2.1. The journal publishes articles in Bulgarian or English with summaries in Bulgarian and English.
2.2. Articles are published that are in the field of international economics and their authors have reported their scientific research at the annual student scientific-practical conference of the same name, which is organized by the Department of International Economic Relations at the D. A. Tsenov Academy of Economics during the summer semester of each academic year.
2.3. Articles submitted for publication must be original and not previously published or under review and preparation for publication by other publishers.
2.4. The publication policy of the e-journal "Global and Regional Dimensions of International Economic Relations" fully complies with the accepted international standards of publication ethics. Ethical guidelines for publication should be considered as part of the general ethical rules valid for scientific and professional environments in addition to legal regulations and with a view to the self-regulation of the scientific community. Their action relies especially on the mechanisms of personal ethics and professional conscience of the scientist, on his integrity and correctness. The editorial board of the journal fully shares and accepts as a guiding principle Elsevier's position on publishing ethics in reviewing, editing and publishing scientific works, respecting copyright and preventing cases of plagiarism.
2.5. The journal's Editorial board and reviewers evaluate manuscripts for their intellectual content without regard to the authors' race, gender, sexual orientation, religious beliefs, ethnicity, citizenship, or political affiliation.
2.6. Formal manuscript eligibility criteria: see Authors section. If formal eligibility criteria are not met, manuscripts will not be accepted for review.

2.8. Technical requirements for formatting materials: see Authors section.
2.9. Eligibility of authors and their obligations. 2.9.1. Authors can only be current bachelor's, master's, and doctoral students in Bulgarian or foreign higher education institutions studying economics. The Editor-in-chief may request from the author(s) a document confirming the person's status as a university student, containing the name of the institution where he/she is studying, educational qualification degree, major/programme, course/year, form of study.
2.9.2. Authors may publish up to two articles in an issue (authored or co-authored), clearly indicating the distribution of authorship.
2.9.3. Authors must submit the manuscript in compliance with the formal requirements of the Editorial Board.
2.9.4. Authors should keep the primary information and intermediate calculations to provide to the Editorial board if necessary. Source data should be presented accurately in the article. Deliberately inaccurate statements, selective reporting of data, fabrication of data and results, theft of intellectual property and plagiarism constitute unethical behavior and are not tolerated. It is necessary that they cite the sources used correctly. Plagiarism takes various forms: from copying or paraphrasing significant parts of another publication (without justification) to claiming the results of someone else's scientific research as one's own.
2.9.5. All authors should disclose in their manuscripts any financial or other material conflict of interest that could be interpreted as having influenced the results or interpretation of their manuscripts. All sources of financial support for the article must be acknowledged.
2.10. Procedure for reviewing manuscripts.2.10.1. The principle of double-blind peer review is used. Until the manuscript is approved for publication, the reviewer does not know who the author is, and the author does not know who the reviewer is.
2.10.2. The procedure includes the following steps:
1) The author's materials are sent to the e-mail indicated on the web address of the journal according to the specified deadlines.
2) The Editor-in-chief or the technical secretary designated by him checks for compliance with the formal requirements, verifies their originality through a web-based tool (software for establishing the correctness of scientific periodicals and works) used by the Academy of Economics and prepares the materials for anonymous review. Preparation for anonymous review includes:
• Encoding the authors' names in a register. In the manuscript, the corresponding code is placed in place of the name.
• Any contact information for the author (institution, phone, email, etc.) is removed.
3) The Editor-in-chief or the technical secretary designated by him distributes to the reviewers for anonymous review the prepared materials together with the reference from the performed originality check. EB members are selected as reviewers. The performer of this procedure does not review manuscripts.
4) The reviewer prepares a sample review within a pre-established time limit. The review must be based on the objective expert assessment of the reviewers, the credible presentation of the scientific facts, the qualities and the research significance of the manuscript. The result of the review can be:
• Accepted for publication in the form submitted for review. In the event that there are recommendations and remarks to the manuscript in the review, the author considers whether to revise and submit a corrected article for publication within the specified deadlines.
• To be published after submission of a corrected version by the author and a positive resolution by the reviewer. The review contains critical recommendations and remarks to the manuscript. The author must revise and submit for approval a corrected article within the specified deadlines. The reviewer gives a positive resolution to the corrected article: "1) It is allowed for publication in the form presented for review", or a negative resolution: "3) It is not allowed for publication". If the author of the manuscript does not deposit an improved version within the deadline, it is not published.
• Not allowed for publication. The manuscript is not of the required quality and does not meet the criteria of the conference. The review indicates the critical notes and weaknesses of the manuscript.
5) Ready reviews are prepared for sending to the author. Preparation includes recording the reviewer's name in the register and removing the name from the review.
6) In case the reviewer does not submit a review within the stipulated period, the manuscript is directed to a new reviewer, following the procedure.
7) The reviews are sent to the authors at the e-mail indicated by them. If the result of the review is "To be published after submission of a corrected version by the author and a positive resolution by the reviewer", a deadline is also indicated in which the amended version must be revised and submitted.
8) The Editor-in-chief or the technical secretary designated by him prepares and presents a report at a meeting of the EB on the submitted manuscripts, reviews and resolutions. The EB approves which materials are allowed for publication.
2.11. The Editors and Editorial board must not disclose any information about the submitted manuscripts. Submitted unpublished material must not be used in the editor's, reviewers', or any member of the Editorial board's own scientific research without the express written consent of the author. Confidential information or ideas obtained in the review process must be kept confidential and not used for personal gain.
2.12. Citation manipulation is considered unethical. Manipulation may include adding citations to the content of the manuscript for the sole purpose of increasing the citations of a given author(s) or journal.
